Joseph is an active contributor to multiple NFPA and ICC technical committees and working groups, including long-term involvement with NFPA 72 and construction fire safety provisions. He has participated in the last several code cycles and regularly advises on code intent, enforcement alignment, and risk-based compliance strategies. As the founder of Cervantes Consulting LLC, Joseph provides executive-level advisory services, technical training, and expert guidance focused on compliance integrity, liability reduction, and defensible decision-making. He is a frequent speaker at industry conferences and training events, known for delivering practical insight that bridges the gap between written code and field reality.

At Northwest AFAA, Joseph will present on NFPA 72, Chapter 14, offering a focused, technical examination of inspection, testing, and maintenance requirements, common misapplications, evolving expectations, and how Chapter 14 is increasingly relied upon for enforcement, system performance validation, and legal defensibility.
